History of OCPASS

The Osmani Centre for Peace and Security Studies (OCPASS) Foundations has started its journey in May 2025. The absence of a think tank that purely handles defence and security matters was felt by many for a very long time. Chief of General Staff Branch in Army Headquarters floated the idea in the wake of the 2024 July Revolution. Army Chief of Staff Secretariat considered with pragmatism. A group of retired Subject Matter Experts form the army back ground were short listed and their consent obtained to run an independent think tank. It was agreed that the Centre will maintain its autonomy and shall be purely guided by National Interest.

 The emblem of OCPASS features a green outer border surrounding the globe (world map). The name and motto of the centre are inscribed along this green border. The globe specifically highlights Bangladesh's strategic location within the Indo-Pacific region. The use of dots depicts the world map, symbolizes digitization and the information era. Additionally, the green colour of the outer border and the red colour, marking map of Bangladesh, represent the colours of our national flag. 

The Centre is a self-governed institute formed under office of the ‘Registrar of Joint Stock Companies and Firms (RJSC)’ and registered under the Societies Registration Act 1860 (Act XXI of 1860) in the Ministry of Commerce. Named after General MAG Osmani, Commander-in-Chief of the War of Liberation of Bangladesh, the Centre was formed to integrate military and civilian scholars and expertise, fostering collaboration among defence officials, diplomats, academics, policy makers, journalists and members from civil society to provide balanced and inclusive perspectives. 

The Centre is governed by a General Body (Board of Trustees) and function as an autonomous entity affiliated with the Armed Forces. Its study will primarily focus on defence and security matters of national and regional significance in particular and the global issues in general that have implications at national and regional defence and security space.
