The Osmani Centre for Peace and Security Studies (OCPASS) is an intellectual body and think tank, established on 2 May 2025 and registered under the Societies Registration Act of 1860. OCPASS functions as an autonomous institution governed by a Board of Directors and remains affiliated with the Bangladesh Army. Named after General MAG Osmani, the Commander-in-Chief of the War of Liberation of Bangladesh, the Centre is dedicated to promoting expert and scholarly analysis on issues of national and international significance related to peace, security, and defence.
OCPASS brings together military and civilian scholars, fostering collaboration among policymakers, academics, civil society members, diplomats, journalists, and defence officials to ensure balanced and inclusive perspectives.
The OCPASS philosophy, “Aim high even at the risk of missing, rather than aim low and hit,” and its motto, “Peace and security through wisdom,” underscore our commitment to excellence, ambition, and intellectual courage. Guided by the principles of meritocracy, inclusivity, and impartiality, OCPASS serves as an independent platform for intellectual and academic pursuits, dedicated to cultivating a robust national strategic culture.
Our primary objective is to advance national interests through comprehensive peace and security studies. We prioritise informed discussions on diplomacy (including military diplomacy), deterrence, sovereignty, territorial integrity, existential threats to national defence and security, and strategies to counter hostile designs. Our overarching goal is to sustain peace, prevent violence, and contribute meaningfully to strategic policy-making processes.
